General Information


The Baltimore City Department of Housing and Community Development (DHCD) works to make life better for people who live in Baltimore. They do this by improving and rebuilding neighborhoods and helping people find affordable homes in safe, good areas. DHCD was founded in 1968 to bring together different efforts to improve communities, housing, and building rules. With over 400 workers, DHCD helps make neighborhoods stronger by getting investors, builders, and home buyers involved. They use money from different programs, like CDBG, HOME, and City bonds, to help pay for projects that meet the needs of homes and neighborhoods. DHCD also makes sure property owners follow the rules and keeps neighborhoods safe by checking construction and making sure building codes are followed. The department also offers many helpful programs and services for the community.
